3rd Annual Report Shows Progress in Cannabis Agency Transparency

CRB Monitor provides state data on cannabis-related businesses to help financial companies with their regulatory compliance. We regularly seek information from state licensing authorities and have found that some agencies are much better at providing data than others.

For the last three years, our data team has scored regulators on how easily they make business, license and ownership information accessible. We also track whether enforcement actions are publicly available. While not a ranking, each licensing authority is scored on a range of 1 to 15.

In our 2026 Cannabis Regulatory Data Transparency Scorecard, we’ve seen notable progress among agencies, with improved scores for 25% of jurisdictions. However, disclosures of ownership and enforcement records continue to lag.

Among the highlights of the 2026 Scorecard:

  • Washington joins Alaska, Connecticut, Maine, Massachusetts and Vermont with perfect scores
  • Kentucky and Minnesota had the largest score increases
  • Thirteen agencies improved their scores while only one, New Mexico, dropped
